Manual billing summary doesn't take team-overrides into account

Current Behavior

If a team has an override applied (such as # MQTT Clients), it is not reflected in the manual billing summary page.

This team has an override of 70 MQTT Clients applied, but the page shows there limit is still the default 20:

Manual billing summary page reflects the override limits
