Handling non-ascii file names

When trying to solve #11 and #4, I noticed that non-latin file names don't work. I am on windows 11. For example, 你好.csv or evenÜber.csv don't open when I use the open menu option even when hello.csv or Uber.csv would open with the same file contents. Is this just windows strangeness or does it not work on linux or mac either?

Thanks for pointing me to this problem. I've tested all kinds of quirky CSV file over the years, but I never had the idea to test non-ascii file names. :-)

On my Mac, 你好.csv works well, so it seems this has to do with Windows. I'll look into it once I find time to make test runs on Windows.

Yeah, it is a utf-8 (Mac/Linux) vs utf-16 (Windows) problem.
