CSV file with last empty row throws "Could not open file"

I have this CSV that I exported from Apple Numbers and the last row is empty:

If Tablecruncher is not open and I try to open it, it opens the file, but it also shows this:

If Tablecruncher is already open, no files open, and I open that CSV, no issues.

Once I remove that last empty row and save it, regardless of Tablecruncher being open or not, no error.

I'm on macOS 10.15.7 (Catalina), Tablecruncher 1.8
