Openroad ignores the SYMMETRY parameter from the LEF file for a standard cell #9238

Describe the bug

I have changed the symmetry parameter in the LEF file for a specific standard cell from SYMMETRY X Y ; to SYMMETRY Y;. This should only allow the placement orientations North and Flip-North for that cell. Thus the cell should only be placed in every second row. But Openroad continues to place the cell everywhere.

Expected Behavior

Openroad shall not place that cell in rows which have orientation South.

To Reproduce

You can take any example design from the Openroad-flow-scripts (I use the IHP OpenPDK), change the symmetry parameter in the LEF file for a standard cell of your choice, run the P&R scripts and check in the GUI where that standard cell has been placed.

Additional Context

Background information:
I have to P&R a layout which contains a prerouted TMR cell (triple mode redundancy). That cell uses routing structures on metal3 (and vias through metal2) and thus sincerely blocks the routing of the whole layout. Therefore I like to open dedicated routing channels by disallowing the placement of these TMR cells in every second row.
Alternatively it would help to have additional space between adjacent rows, but this is not supported by Openroad as far as I can see from the documentation.
