[Bug]: "Implement the recommendation" does not pass the Opinions recommendation to Codex

Bug description

After running Opinions and then typing "Implement the recommendation", the resulting agent does not receive the actual recommendation / synthesis from the Opinions run in its context.

Because of that, the agent starts without the key information it is supposed to implement and does not know what recommendation to act on.

This looks like a context handoff bug between the Opinions feature and the follow-up implementation flow.

Steps to reproduce

1. Open a workspace.
2. Run Opinions with two or more models.
3. Wait for the synthesis / recommendation to appear.
4. Type "Implement the recommendation" into the chat.
