Add `issue-number` and `repository` optional inputs

Hi!

I have a series of workflows that I run from a central repository in an organization and target multiple repositories in the org - these individual repositories for very specific reasons cannot have their own workflows with checks like this action offers.

I would like to try using this action from my central repository and target my other repositories (I do that with a matrix).

To accomplish that - this action would need two optional parameters repository and issue-number.
