Image Labeling module does not seem to use Android core utilities

We modeled the text recognition Android package off of image labeling, and it looks like they do not use the core utilities, which means they probably don't handle orientation correctly.

We should migrate image labeling to use core utilities. Fixed the text recognition issue in its own PR.
