Switch to `MonitorUpdatingPersister`

Especially since we now added remote storage via VSS, we should aim to reduce the persisted data and switch to use MonitorUpdatingPersister.

It looks like a low hanging fruit from that v0.6 issues list. Am I right?

No, currently nobody is actively working on this. Feel free to give it a shot, although I'm not sure it's the best first issue as it requires some prior knowledge around LDK's interface usage.

I think this generally goes in the right direction, but note that we'll need to use the MonitorUpdatingPersister as the Persist implementation we give to ChainMonitor at the very least.
