Let form owners edit submissions of others

Is your feature request related to a problem? Please describe.
Currently there is a feature that allows users to edit their own submitted forms. However, I would like a similar feature that allows admins to edit other users' submitted forms. Since admins have top-level rights to the data, I believe they should certainly be able to edit those things.

A button list which allow admins edit others' submitted forms

I have no idea, due to there already was a feature allows users to edit their forms, so probably it's not quite hard to add this.

What is the reason behind this? Technically there's not very much to it, but I'd like to understand more, why you want to do that.

As an alternative you could of course export the data and change the responses there.

Now, i am using forms for quality patrol, my staff using forms as anonymous role, every issue/fault they found during patrol, they need to close the loop on an issue, while they don't have the account, so they usally just send the picture of closure to their manager. The forms may last for months, as a manager, they need to give feedback to me every week, so of course, edit those respones to mark this those as "completed" is necessary to make the quality management availiable. that's why i need this feature to make that happened
