Reproduced. Method; draw a rough circle, change the brush to bucket, click inside the circle.

Workaround: copy /usr/share/icons/sugar/cursors/paint-bucket to ~/.icons/default/cursors/

So this is a problem with the sugar-artwork repository or packaging. Transfer.
