Describe Package error in Flutter projects #2148

- Clone https://github.com/flutter/packages which contains Flutter and Swift code
- Open this file in VS Code packages/camera/camera/pubspec.yaml
- The swift extension tries to run the "Describe package" task and fails with "error: Could not find Package.swift..."
This is harmless, but it adds noise and confusion for anyone working on Dart/Flutter packages what's going on. (It's not just this flutters/packages repo, I've seen this error in other small normal Flutter projects)
Could you please fix it to avoid running "Describe Package" in this case where it doesn't make sense or at least to not surface the error to the user?
