A couple of reasons for this request

1. Microsoft released a new metapackage for Windows AppSdk 1.8, which breaks if users try to use packages that reference other libraries that use an earlier version of the Windows App Sdk
2. As per the support policy. Windows App SDK 1.6 is no longer supported
