Proposed order of topics

In the 2025-06-09 call it was noted that we are unlikely to address topics within the WG in the same order that they appear in the document.

It was proposed that we address topics roughly in order of increasing difficulty of achieving consensus. This is a living issue to track which topics have been covered; and maintain a proposed order of upcoming topics.

In todays call, the following four topics were proposed as the starting point - in the following order (which is not set in stone):

1. Resource identification
2. Core operations
3. Rest bindings
4. Discovery
