This updates `teleport-suite@17` to 17.7.21 and reverts the changes to the file name. This also modifies the `livecheck` block to check the first-party download page again. The original `livecheck` block didn't work because the upstream download page no longer contains links to 17.x pkg files but the versions are still present in an array of JavaScript strings (used to populate the 17.x drop down list). The GitHub repository is currently behind for 18.x versions (the latest version is 18.7.3 but GitHub only has 18.7.2), so checking the first-party download page is still the correct choice.
