Adds a reusable issue-comment workflow for hosted iOS SimDeck sessions, a composite action for packaging simulator .app artifacts, and documentation for integrating both into downstream repositories.\n\nValidation run locally:\n- YAML parse for the reusable workflow and composite action\n- actionlint on .github/workflows/simdeck-ios-comment.yml\n- Prettier check for changed workflow/action/docs files\n- git diff --check\n- npm run docs:build
