Closes #4543. The following fixes are also included:
FeedURLToIconURLCache.plist. Since this is in theFeedIconsdirectory, it seems the cleanup had not been working.HomePageToIconURLCache.plistandHomePagesWithNoIconURLCache.plist. These files no longer appear to be in use.
