One thing worth noting is the value is currently back at 6.7.0 despite having been bumped to 6.8.0 at one point. This was reverted in r60326 because there were memory exhaustion issues at the time.
We'll just have to keep an eye on this going forward.
Since this should really happen every release, I've gone and added this to the Post Release checklist on the Releasing Major Versions page of the Core Handbook.

The performance benchmarking workflow currently uses WordPress 6.8.0 as its baseline for comparison, as updated in changeset:60324.
With the successful launch of WordPress 7.0, the early 7.1 release cycle presents an excellent opportunity to update this baseline. Bumping the performance workflow baseline version to
7.0.0will ensure that upcoming performance testing accurately measures regressions and improvements against the newest major milestone.Current State & History
