Code Review
This pull request adds a new entry for the Dart programming language to the glossary. The definition is comprehensive and correctly positions Dart in relation to Flutter. I have one suggestion to make the long description slightly more concise by removing a redundant word. Overall, this is a great addition to the documentation.

I focused on defining Dart separate of Flutter, but mentioning that Flutter uses Dart. Please review, @mit-mit @munificent @leafpetersen. By the way, the Dart and Flutter sites will share this glossary, though it lives on the Flutter site.
