Summary:
This is to be merged after #223
This PR is part of Android Gradle Plugin v9 adoption. With this PR, we enable the opt outs for
built-in kotlinandnewDsl. This allows us to use AGP v9 while maintaining a temporary bridge until AGP v10. Before that, we have to remove these opt outs and have the community around react-native AGP v9 adoption stable.This PR is in combination with facebook/react-native#57038
