feat: add script to translate Helm to OLM manifests

Description

This script was used for the first time with SDP 26.3.0 release to completely remove all manual steps needed previously for this task.

The plan is to make OLM manifests first class citizens alongside the Helm chart and keep them in sync in the future.

Definition of Done Checklist
