Adds automated testing of published npm packages after release.yml completes. Tests standalone install (Linux, macOS, Windows), npm install with NAPI binding verification, and package metadata checks. Creates a GitHub issue on failure.
Allows manually triggering the post-release test with a specific version string to test previously released packages or conduct temporary script tests.
